Child Sex Offenders

Ive got 12 mins to make an entry and then i'll have to go entertain beebee. Ive been thinking - how can we (society) let these convicted child sex offenders re-enter the neighbourhood after their release without (1) ostracizing them (2) them perving on kiddos again. We cant keep a constant eye on them - (1) too expensive keeping an e-tag on them (2) they lose all rights with this constant invasion of privacy. How can we do it right?? Will there never ever be a second chance for them?
hey! If i come up with a win/win solution, i might win a nominated seat in parliament. Hahaa! shivers*.....politics within politics. Maybe not.
